Kaba Kaba zoning runs through a regency now under real pressure. Tabanan carries the largest ricefield and LP2B area in Bali's Sarbagita metro region, per its own DPRD.

Yet a new provincial freeze, an old moratorium and a thin local map all now decide what you can actually build on a block here.

1,254 Hectares of Rice Fields Vanish a Year

Bali's rice field area fell from 70,996 ha in 2019 to 64,474 ha by February 2026, a drop of roughly 1,254 hectares every year, per Obor Rakyat. Regulators answered with a hard stop: Perda Bali No. 4/2026 now blocks new conversion permits on whatever protected sawah is left, holding that line until the province reaches a standing 87% LP2B share.

Tabanan made that regulator's shortlist, flagged with Gianyar as a priority subak district for enforcement. The sanctions attached are not symbolic: a written warning, suspension of activity, closure, permit revocation, fiscal penalties including withdrawal of subsidies, and criminal liability for illegal sawah-to-villa conversion or a nominee land scheme, all in force from 26 February 2026.

Confirming which row applies to a specific block is the harder part here than elsewhere in Bali. A July 2024 tally from Bali Property Rules puts full parcel-level zoning coverage at 100% in Badung and Denpasar, 65.40% in Gianyar, and a bare 15.93% in Tabanan, meaning most ricefield parcels around this village have no fixed answer on file yet.

A revision is under way. Tabanan's DPRD is pushing its RTRW rewrite toward a minimum 18.5% LP2B share and closer alignment with protected-riceland rules, but for now a Bupati decree and the old RTRW are the only local paperwork on the subject.

The Moratorium Line Sits at This Border

Tabanan is one of six regencies, alongside Jembrana, Buleleng, Bangli, Karangasem and Klungkung, where new hotels, villas and restaurants cannot go up on productive farmland or water-catchment ground under a reinstated construction freeze. The block runs through executive instruction rather than one single Pergub, citing SK Menko Marves Decree 163/2024, Perda Bali 2/2023 and PP 16/2021.

The timeline since the September 2025 floods:

  • 15 to 19 September 2025: the moratorium is reinstated across the six regencies.
  • 18 September 2025: Tabanan's regent, I Komang Gede Sanjaya, backs it publicly, "as long as it follows applicable rules and regulations."
  • Ongoing: Tabanan's DPRD pledges strict oversight and pushes to strengthen RDTR implementation, per IDN Times Bali.

Koster himself has pushed back on the word moratorium for this policy, preferring to call it strict control on new construction rather than an outright stop.

Badung, Gianyar and Denpasar are exempt from the moratorium altogether. Munggu, the Badung village directly bordering Kaba Kaba, sits on the free side of that line; this village's own side of the boundary does not.

BPBD Has This Kecamatan on Watch

This village's own district, Kecamatan Kediri, made BPBD Tabanan's special-attention list on 18 December 2025, citing the Yeh Dati river's narrowed channel near Puri Bunda Hospital as the main overflow risk. A province-wide alert followed, running through February 2026.

The risk is not hypothetical. On 6 to 7 July 2025, flooding hit three housing areas elsewhere in the same kecamatan, evacuating about 27 families, while a fallen tree in Desa Beraban cut power lines, blocked the main road to Tanah Lot and caused roughly Rp100 million in temple damage, per Pantau Bali.

A larger flood on 9 to 10 September 2025 killed at least 18 people across Bali and knocked out 104 cell towers. That event is what triggered the six-regency construction moratorium above.

Checking a Block Takes One Phone Call

A PBG building approval, the national replacement for the old IMB, needs identity documents, land ownership proof and tax payment proof at minimum, with environmental documents added for anything beyond a simple residential build. It is filed through the national SIMBG portal and processed by the local DPMPTSP.

None of that tells you the zone colour on its own, and Tabanan's own map is too thin to trust from a listing photo alone.
